Head of Finance — Damascus

GIZ is re-establishing its Country Office in Damascus and is seeking a Head of Finance to oversee all financial operations. This is a national contract position based on Syrian labour law. The Head of Finance will lead the finance and administration team, ensuring full compliance with GIZ financial standards and regulations across the country office and projects.

• Oversee all cash and bank payment-related matters and manage incoming invoices and payment requests
• Lead and develop the finance and administration team across the country office and project offices
• Monitor cash flow, prepare financial forecasts, and ensure adequate liquidity for all operations
• Ensure compliance with GIZ financial management standards, internal controls, and audit requirements
• Coordinate with external auditors, banking contacts, and government authorities on financial matters
• Oversee travel management, inventory control, and cost distribution setup
• Support project teams with financial reporting and budget monitoring for all GIZ-funded programmes
• Ensure full compliance with Syrian labour law and tax regulations for all financial transactions

• Bachelor's degree in Economics, Business Administration, or a related field
• Minimum 10 years of professional experience in finance and administration roles
• Minimum 5 years of leadership experience managing a finance team
• Advanced knowledge of ICT and computer applications (MS Office); experience with financial management software
• Proficiency in English and Arabic (written and spoken)
• Strong knowledge of Syrian labour law and tax regulations
• Prior experience with GIZ or German development organisations is a strong advantage
• German language knowledge is advantageous but not mandatory
