Under the supervision of the Team Lead, the WASH Engineer leads the technical planning, implementation and supervision of school rehabilitation and WASH infrastructure works under World Vision's component of the ECHO-funded multisectoral action 'Multisectoral Support for the Most Vulnerable Populations in Syria in Aleppo Governorate. The role ensures that light and moderate rehabilitation of formal schools, and installation of gender-, age- and disability-sensitive WASH facilities, are delivered to a high technical standard and in line with ECHO's Minimum Environmental Requirements and Recommendations (MERS), the NEAT+ assessment process, and applicable national building and safety codes. The WASH Engineer manages contractors and suppliers, conducts regular site supervision and quality control, and coordinates closely with the Project Manager, MEAL, Logistics, Procurement and Finance teams to ensure that infrastructure activities are completed on time, within budget, and in full compliance with donor and organizational standards.
Implement school rehabilitation and WASH infrastructure activities based on the technical plan and budget agreed with the Project Manager.
Plan, implement and coordinate works to maintain compliance with technical standards, national regulations, donor requirements and project objectives.
Prepare and submit Purchase Requests (PRs) and Bills of Quantities (BOQs) based on the approved budget framework, for endorsement by the Project Manager.
Provide daily coordination with the field team and the MEAL team to ensure efficiency and technical quality of program activities.
Review and evaluate infrastructure activities and their linkages with other project components (education, protection).
Identify technical implementation challenges and recommend practical solutions to the Team Lead.
Coordinate with relevant World Vision departments, including Logistics, Procurement and Finance, to ensure timely processing of technical documentation.
Conduct regular site visits to monitor the progress, quality and safety of rehabilitation and WASH works.
Document all technical works in line with donor and organizational requirements.
Prepare timely and accurate progress updates, and monthly, quarterly and final reports on infrastructure activities and achievements.
Ensure that rehabilitation and WASH works are completed as planned and in accordance with agreed technical specifications.
Develop and maintain a detailed work plan for the implementation of infrastructure initiatives.
Support the day-to-day management of the infrastructure team, monitoring attendance and performance.
Follow up on feedback with the team and the Project Manager to ensure implementation proceeds as planned.
Conduct technical inspections and quality-control tests on contractors' work throughout construction and rehabilitation activities.
Ensure that all infrastructure-related M&E activities are implemented in a coordinated and timely manner, in close collaboration with the MEAL team.
Seek technical guidance from World Vision technical advisors as needed to ensure works meet relevant engineering and humanitarian standards.
Carry out regular field visits to monitor implementation progress against the approved proposal and work plan.
Document lessons learned and support appropriate technical adjustments.
Maintain quality documentation (assessment and progress reports, technical files, program plans) on SharePoint or in hard-copy filing, in line with World Vision and donor requirements.
Monitor the technical implementation of construction and rehabilitation initiatives.
