Program Officer — Health, Al-Hasakah
About this Role
Relief International seeks a Program Officer to support implementation and monitoring of its health projects in Northeast Syria. The role coordinates between programme, HR, and finance departments to ensure transparent and effective programme execution, including engineering and infrastructure works at health facilities.
Responsibilities
- Execute day-to-day activities aligned with programme mobilisation strategies
- Collaborate on monitoring, evaluation, and reporting systems
- Oversee recruitment plans and adherence to Standard Operating Procedures
- Review and amend Memoranda of Understanding with health facilities
- Facilitate monthly board meetings and conduct gap analysis
- Develop facility plans using AutoCAD and prepare Bills of Quantities
- Supervise contractor compliance with quality standards
- Coordinate staff incentives with the HR Department
Requirements
- University degree in civil engineering, economics, or relevant field
- 2–3 years INGO/humanitarian sector experience
- Excellent command of spoken and written English and Arabic
- Advanced computer literacy (Excel, Word, internet)
- AutoCAD proficiency desirable
- Strong organisational and communication skills
- Cultural sensitivity and team-building abilities
