About this Role
NRC seeks a Shelter Specialist to oversee all programmatic and technical aspects of NRC Shelter and NFI programming in Syria. The role focuses on advancing integrated shelter approaches through market systems and community-centred solutions, integrating cash/voucher assistance and infrastructure recovery.
Responsibilities
- Implement NRC's Shelter & Settlements programme strategy aligned with global housing and infrastructure recovery standards
- Design initiatives linking cash/voucher assistance to shelter market activation
- Apply market systems thinking to identify constraints and opportunities for sustainable responses
- Develop settlement-based and area-focused approaches integrating housing and services
- Provide technical guidance on infrastructure recovery with spatial analysis
- Create assessment tools for programme design and scale-up
- Support senior staff recruitment and capacity building
Requirements
- Minimum 4 years in senior project implementation or technical advisory roles within humanitarian organisations
- Expertise in shelter standards and principles
- Urban programming experience in complex, volatile displacement settings
- Market-Based Programming background
- Infrastructure recovery experience at neighbourhood/settlement level
- Project cycle management and proposal development skills
- Fluency in English, both written and verbal; Arabic proficiency advantageous
