About ONSUR:

The International Association for Relief and Development (ONSUR) is a non-governmental organization established in early 2012 and registered in Syria. ONSUR is dedicated to implementing relief and development projects that empower local communities and promote a dignified life for vulnerable populations. , the organization operates through a network of execution offices in Syria, Lebanon, Iraq,Turkey, and Yemen. ONSUR delivers humanitarian assistance and sustainable development initiatives in conflict-affected regions, with a focus on transparency, community engagement, and long-term impact.

Location: Damascus

Contract Duration: Five (5) months, with the possibility of extension

POSITION SUMMARY:

The Shelter/NFI Sector Information Management Officer provides professional information-management support to the Sector's national and/or sub-national coordination architecture. The role manages data collection, cleaning, analysis, visualization, and dissemination so that partners, donors, and humanitarian leadership have access to timely, accurate, and actionable information on Shelter/NFI needs, response coverage, gaps, stocks, and operational trends.

The IMO works closely with the Sector Co-Coordinator and UNHCR Sector Coordinator and serves the wider Sector in a neutral, non-programmatic capacity. The position is administratively managed by ONSUR under its HR and administrative policies while maintaining functional accountability to Sector coordination leadership. A central focus is to strengthen evidence-based decision-making, strategic planning, partner reporting, knowledge management, and accountability through consistent information-management standards and products.

Duties and Responsibilities

Key Responsibilities

1. Data Collection and Management

• Develop, maintain, and improve standardized Sector data-collection and reporting tools, including 4W matrices, stock tracking, activity monitoring, partner presence, and response-progress tools.

• Liaise with Sector partners to ensure regular, complete, timely, and high-quality submissions in accordance with agreed reporting schedules and definitions.

• Consolidate, clean, validate, de-duplicate, and document incoming datasets, maintaining clear data dictionaries, version control, and audit trails.

• Maintain secure, well-structured Sector databases and ensure that data can be efficiently retrieved, updated, and used for analysis and reporting.

2. Analysis and Visualization

• Analyze Sector data to identify geographic and thematic needs, response gaps, duplications, trends, partner coverage, stock availability, and progress against targets.

• Produce and regularly update dashboards, maps, charts, tables, infographics, and other user-friendly products that clearly communicate Sector performance and priorities.

• Apply appropriate analytical methods and quality checks to ensure that findings are accurate, transparent, and suitable for operational and strategic decision-making.

• Prepare concise analytical narratives and briefing materials for coordination meetings, situation reports, donor discussions, advocacy, and humanitarian leadership.

3. Needs Assessment and Response Tracking

• Contribute to the design, implementation, and data-management arrangements of joint and Sector-specific needs assessments.

• Compile, clean, and analyze assessment data and produce summary reports, datasets, maps, and evidence products for Sector planning and prioritization.

• Maintain and update needs mapping, response tracking, gap-analysis, stock, and activity-monitoring tools at national and/or sub-national level.

• Support the harmonization of indicators, geographic references, assessment methodologies, and partner reporting definitions to improve comparability and reduce duplication.

4. Reporting and Knowledge Management

• Compile and issue monthly consolidated 4W products and support submission to OCHA and other relevant humanitarian platforms in accordance with agreed timelines.

• Support preparation of monthly situation reports, operational updates, strategic documents, response-monitoring products, and ad hoc information requests.

• Maintain an organized and current Sector documentation library covering assessments, reports, meeting minutes, strategies, standards, guidance, dashboards, and datasets.

• Contribute to Humanitarian Programme Cycle products, including HNO analysis, HRP indicators, periodic monitoring reviews, and national or sub-national planning processes.

5. Capacity Building and Partner Support

• Provide training, coaching, and help-desk support to Sector partners on IM tools, reporting requirements, indicator definitions, data quality, and submission procedures.

• Develop user-friendly templates, reporting calendars, data dictionaries, guidance notes, and standard operating instructions for partner submissions.

• Support national and sub-national IM colleagues in applying consistent methods, naming conventions, geographic coding, quality controls, and visualization standards.

• Document common reporting challenges and propose practical improvements that reduce partner burden while strengthening data completeness and usability.

6. Coordination and Liaison

• Participate in Sector coordination meetings and provide clear information-management updates, analyses, visual products, and recommendations.

• Liaise with OCHA Information Management, other Sector IMOs, assessment actors, and relevant humanitarian data platforms to promote interoperability and coordinated analysis.

• Support inter-sector data sharing and analysis, ensuring that definitions, geographic units, timelines, and caveats are clearly communicated.

• Respond to approved information requests from Sector leadership, partners, donors, and humanitarian coordination bodies in a timely and service-oriented manner.

7. Data Responsibility, Safeguarding, and Compliance

• Apply responsible-data principles, confidentiality, informed consent, data minimization, access controls, and secure storage when handling partner or affected-population information.

• Operate impartially and transparently in a neutral Sector-serving role and avoid using privileged Sector information to advance ONSUR's programmatic interests.

• Do not double-hat the Sector IMO function with programmatic information-management responsibilities within ONSUR where this could create an actual or perceived conflict of interest.

• Ensure compliance with ONSUR's Code of Conduct, Child Safeguarding Policy, PSEA standards, applicable data-protection requirements, and established procedures for reporting misconduct or data incidents.

Note:

The above responsibilities are illustrative and not exhaustive. Additional tasks may be assigned by Sector coordination leadership in line with the approved Terms of Reference, evolving operational needs, and ONSUR administrative procedures.

Required Qualifications & Experience

Education:

  • Bachelor's degree in Information Management, Data Science, Statistics, Computer Science, Geographic Information Systems, Humanitarian Studies, or a closely related discipline.

• Relevant postgraduate study or professional certification in data analytics, business intelligence, GIS, database management, or humanitarian information management is highly desirable.

Experience:

  • Minimum of 3 years of humanitarian experience with a substantial focus on information management, data analysis, reporting, or GIS.

• Demonstrated experience managing 4W or similar response-monitoring systems, partner reporting processes, dashboards, databases, and humanitarian information products.

• Previous experience in Shelter/NFI, sector or cluster coordination, needs assessments, OCHA reporting, or a complex emergency context such as Syria is highly desirable.

Technical Skills

  • Advanced proficiency in Microsoft Excel and strong practical experience with Power BI or comparable data-visualization and business-intelligence tools.

• Experience with KoBoToolbox or similar mobile data-collection platforms, data cleaning, database management, and automated reporting workflows.

• Working knowledge of GIS tools such as QGIS or ArcGIS and the ability to produce accurate humanitarian maps and geographic analyses.

• Familiarity with OCHA IM standards, 4W reporting, Humanitarian Programme Cycle products, HDX or equivalent data-sharing platforms, indicator design, and responsible-data practices.

Core Competencies

  • Strong analytical, communication, facilitation, time-management, and stakeholder-service skills with exceptional attention to detail.

• Ability to manage competing deadlines, work independently, and maintain neutrality and discretion when handling sensitive coordination information.

• Ability to travel within Syria or work from sub-national hubs as required, subject to operational and security arrangements.

Languages:

  • Excellent verbal and written communication skills in Arabic ; professional proficiency in English is highly desirable.
