About this Role

IDA is an international independent non-governmental organization providing medical and humanitarian assistance to people affected by conflicts, natural disasters and epidemics regardless of race, religion, gender or political affiliation.

IDA was founded in 2012 by Syrian doctors from Aleppo in response to the healthcare and humanitarian crisis in Syria.

IDA Syria is the main healthcare provider in the Northern Aleppo/Syria area, working closely with 500,000 IDPs and 700,000 host communities through 20 healthcare facilities and other health and nutrition projects

During last year, IDA has provided 1.2 million services in Heath, Nutrition, WaSH and Camp Management

Key Responsibilities and Activities:

The Medical Director will be responsible for implementing all hospital policies and internal regulations, and overseeing the application of all administrative procedures for staff, including medical personnel. The Medical Director represents the organization and is responsible for ensuring the smooth operation and optimal delivery of services.

This role requires exceptional administrative and leadership skills, experience in managing healthcare institutions, and the ability to ensure the provision of high-quality healthcare services.

The Medical Director works closely with the Project Implementation and Health Management departments within the organization to ensure that medical activities are carried out according to approved plans and protocols.

Key Tasks:

First: Hospital Administrative Leadership:

– Implementing the organization's approved administrative policies and procedures and ensuring all staff adhere to them.

– Contributing to the management of the hospital's human resources (recruitment, performance evaluations, work schedules, leave, rewards, and disciplinary actions) in coordination with the relevant departments.

– Contributing to the management of logistical resources (equipment, medications, supplies) and ensuring their optimal use and preventing waste in coordination with the relevant departments.

- Monitoring health information systems and ensuring the accuracy of data entry and documentation in the approved health system.

- Supervising the work of service staff (cleaning, maintenance, security, reception, referrals, etc.).

- Contributing to the preparation of hospital needs (budgets, work plans, reports) in coordination with central departments.

- Representing the hospital before health authorities and stakeholders in coordination with the district director.

- Approving work schedules, leave requests, and medical and administrative reports.

- Making administrative and technical decisions within the framework of approved policies.

Second: Medical Leadership and Technical Supervision:

- Providing technical supervision of medical staff (physicians, nurses, midwives, technicians, etc.) through department heads.

- Ensuring the quality of medical services and guaranteeing the application of approved health protocols and policies.

- Monitoring medical performance (evaluating physicians, residents, specialists, etc.) and proposing incentives or corrective actions.

- Supervising continuing medical education (lectures, conferences, clinical case sessions, etc.).

- Managing the residency program (residents, clinical training, and supervision of supervisors and specialists).

- Chairing medical committees (mortality, medical errors, evaluations, etc.) and monitoring the implementation of their decisions.

- Monitoring infection control and implementing quality assurance programs in collaboration with the health department.

Third: Daily Operational Management:

- Preparing and approving work schedules for medical and administrative staff in coordination with department heads.

- Holding regular weekly and monthly meetings to monitor performance, protocols, hospital operations, and the residency program.

- Monitoring the provision of services (consultations, referrals, and interdepartmental workflow).

- Managing medical and administrative crises and emergencies.

Fourth: Ensuring Compliance and Protection:

- Ensuring adherence to health standards, humanitarian policies, and the code of conduct.

- Monitoring the implementation of patient protection policies, the prevention of sexual exploitation and abuse (PSEAH), and child protection policies.

- Handling complaints and feedback from patients and the community and following up on their resolution.

Addressing any administrative or medical compliance deficiencies by healthcare or administrative staff.

Required Qualifications and Experience:

- Relevant medical degree (physician or pharmacist)

- At least four years of experience in hospital management or a medical supervisory role.

- Strong knowledge of medical protocols, health legislation, and hospital management.

- Previous experience in humanitarian contexts or Northwest Syria.

- Fluency in English (reading and writing).

- Leadership, decision-making, and team management
