About this Role

1-Introduction

Dawlaty is a non-governmental organization that works with civil society partners and marginalized groups, in particular, young men and women, to achieve a democratic transition. To do this, Dawlaty often organizes workshops, webinars, and gatherings to shed light on the important matters at hand as well as try to bring the voices of its beneficiaries to the forefront of the discussion.

2- Location and Duration

Location: Field-based (Damascus, Daraa, Aleppo, Homs, and Tartous); it is preferred that the consultant resides in Syria.

Duration: 25 working days

3-Scope of Work:

As part of "Talaqi: A Space for Dialogue through the Arts" project. This project targets young Syrian women and men interested in artistic and community work. It aims to enhance the presence of arts as tools for social interaction and to build safe spaces for dialogue on concepts of justice, accountability, citizenship, and civil peace. Dawlaty will be directly responsible for implementing the first component of the project, which consists of five specialized training workshops on transitional justice. For this purpose, the foundation intends to contract a professional Psychosocial Support (PSS) Consultant to be present at all workshops under this component to ensure the facilitation of safe spaces for dialogue and to address psychosocial sensitivities associated with conflict environments As part of the "Talaqi: A Space for Dialogue through the Arts".

Dawlaty seeks to contract a Psychosocial Support Consultant who possesses high capacity and experience in accompanying training workshops and managing and securing a sensitive, interactive psychosocial environment.

The scope of work entails providing direct psychosocial support to participants throughout four-day workshops in five cities. The consultant will be responsible for fostering a safe, open environment for dialogue, facilitating the sharing of diverse experiences among participants (aged 20–35), and proactively mitigating potential emotional triggers related to discussions on transitional justice, human rights violations, and conflict.

4-Responsibilities of Dawlaty:

  • Providing the necessary facilities for the success the work.
  • Coordination between the service provider and Dawlaty’s beneficiaries.
  • Paying the service provider after completing the delivery the requirements.
  • Dawlaty has the right to divide the quotations as it sees fit in order to obtain the deliverables.
  • Dawlaty has the right to contract one or more service providers as it deems appropriate.
  • Dawlaty does not compensate for any exchange rate differences.
  • Dawlaty reserves the right to increase or decrease the required quantity based on the financial allocations.
  • A late penalty of 1% of the contract value will be applied for each week of delay.
  • All-Estimated dates of this request (Duration, Due Date) are tentative and may be subject to minor and urgent adjustments due to logistical, technical, or unforeseen circumstances. The finally dates will be fixed in the contract.

5-Responsibilities of the Service Provider:

The Service Provider shall:

  • Coordinating and planning ahead with the workshop trainer well in advance of the training workshops, and reviewing the agenda and training methodology to ensure they align with and respect the psychological safety and specific sensitivities of the participants.
  • Commitment to full and direct field presence throughout all days of the five workshops in the specified provinces (totaling 20 training days).
  • Providing and managing a Safe Space for dialogue that ensures respect for privacy, diversity, and gender, while considering the cultural and social sensitivities of the participants.
  • Prompt intervention and provision of Psychological First Aid (PFA) and individual or group psychosocial support to participants or trainers when needed, given the nature of the workshop topics (reparation mechanisms, truth documentation, and violations).
  • Monitoring group dynamics and interaction during training, and providing technical advice and rapid psychological assessments to the training team (trainers) to ensure the smooth running of the workshop.
  • Strict Confidentiality and Data Protection: It is strictly prohibited to share or use any stories, narratives, or personal data of the participants outside the defined and narrow scope of this assignment.
  • Continuous and effective communication with Dawlaty Foundation’s technical team and responding to feedback to ensure quality in line with organizational standards.
  • Important Note: the training workshop dates are tentative and may be subject to minor and urgent adjustments due to logistical, technical, or unforeseen circumstances. The consultant will be notified of any updates immediately.

  • The submitted financial offer must be all-inclusive, covering all costs and expenses necessary for the successful completion of the assignment. This includes, but is not limited to, all logistical and operational expenses, and preparatory expenses (such as accommodation, transportation, field travel, and meals), as well as bank charges, applicable taxes (VAT), and any other costs incurred by the service provider.
  • Remuneration is due upon approved successful completion of the deliverables.
  • Arithmetical errors will be rectified in the following manner. If there is a discrepancy between the unit price and the total price, obtained in multiplying the unit price by quantity, the unit price will prevail. If the bidder disagrees with such his bid will be rejected.
  • In order for the payment to be processed by Dawlaty, the following documents must be present with each payment:
  • Timesheet/ Task Sheet
  • Invoice
  • Deliverables (if receivable)
  • Service Receipt Note SRN / GRN
  • The Service provider’s invoice will be paid by Dawlaty within thirty (30) Working days of receipt of the invoice and accept the service by Dawlaty. Payment will be made as “Contract Currency”.
  • Payment Method: Bank / Cash*. Note: Evaluation will be based on payment feasibility; bank transfer is the preferred method for Dawlaty.*

8- Inspection of Services

  • Definition. “Services,” as used in this clause, includes services performed, workmanship, and material furnished or utilized in the performance of services.
  • Dawlaty retains the right to inspect and test all services called for by this Contract, to the extent practicable at all times and places during the term of the Contract. NGO Name shall perform inspections and tests in a manner that will not unduly delay the work.
  • If Dawlaty performs inspections or tests on the premises of the Contractor or a subcontractor, the Contractor shall furnish, and shall require subcontractors to furnish, at no increase in contract price, all reasonable facilities and assistance for the safe and convenient performance of these duties.
  • If any of the services do not conform with Contract requirements, Dawlaty may require the Service Provider to perform the services again in conformity with Contract requirements, at no increase in Contract amount. When the defects in services cannot be corrected by performance, Dawlaty may—
  • Require the Service Provider to take necessary action to ensure that future performance conforms to Contract requirements; and
  • Reduce the Contract price to reflect the reduced value of the services performed.
  • If the Service Provider fails to promptly perform the services again or to take the necessary action to ensure future performance in conformity with contract requirements, Dawlaty may—
  • By contract, perform the services and charge to the Service Provider any cost incurred by Dawlaty that is directly related to the performance of such service; or
  • Terminate the contract for default.

9- Qualification Requirements:

Main Qualification Requirement (for technical evaluation):

  • University degree or advanced specialized degree in Psychology, Psychological Counseling, Psychosocial Support (PSS), or any related field.
  • At least 3–5 years of practical experience in providing psychosocial support, managing sessions, and programmatic coordination in sensitive contexts (such as human rights projects, civil peace, gender-based violence, or transitional justice).
  • Pprevious experience in working and collaborating jointly with trainers and non-governmental organizations (NGOs).
  • Deep understanding and knowledge of the current Syrian context, and the specific social and cultural dynamics of the targeted provinces.
  • Excellent communication and coordination skills, and a high capacity for facilitation and managing sudden psychological crises in collective and sensitive environments.

10-Selection Process

  • Dawlaty first evaluate the non-price elements of the quotation to determine whether they are acceptable or not acceptable. In conducting its evaluation, Dawlaty may seek information from any source it deems appropriate to obtain or validate information regarding acceptability of Service providers’s quotation.
  • Only the bids that meet all mandatory requirements will be technically evaluated.
  • Only technically acceptable offers will proceed to the financial evaluation.
  • The three lowest-priced bids may be invited for interviews, and the candidate selected from the interview process will be awarded the contract.
  • Only shortlisted applicants will be contacted.
  • The Lowest price offer will be awarded.
  • The final decision remains subject to the committee’s approval of the evaluation results.

11 –Submission Requirements and Eligibility for Consideration

Qualified candidates are invited to submit their applications including the following documents:

  • Technical offer / CV / profile.
  • Financial offer or complete the Pricing and payment details table at article 7.
  • Registration certificate and a copy of the passport or national ID for the owners of the company and authorized signatories / ID / Passport.
  • Three samples of previous work at least.
  • Signed Non conflict of interest form (Link)
  • Service Provider Bank Details (if check the payment methods by bank at Article 7) .

Important Notes:

  • Only applications including all the above documents will be considered for the selection process.
  • All the documents shall be signed and stamped. (Sign and stamp each single page).
  • Submitting any unclear or inconspicuous documents may lead to do not consider these documents or exclude them from any evaluation.
  • Dawlaty will not be responsible for any pay for any expenses or losses which may be incurred by any bidder in the preparation of his RFQ.
  • Each applicant may make one application only.
  • Each application shall be valid for a period of 60 days from its date of submission.
  • The awarded provider is not permitted to subcontract or engage any other supplier to fulfill its contractual obligations without obtaining prior written approval from Dawlaty.
  • The bid will be considered rejected if the supplier's name is on the blacklists OFAC and EU sanction list.
