Job description
GIZ has been operating in Syria since 1976. It has thus established valuable contacts in civil society and garnered experience that is now crucial for supporting the country. From 2013 onwards, it worked without government involvement with the assistance of local non-governmental organisations. Despite the difficult conditions, GIZ has consistently contributed to improving people’s living conditions.
In view of the developments since December 2024, which have led Syria into a decisive phase of transformation, GIZ plans to reopen its Country Office in Damascus in 2026. It is currently implementing projects on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Federal Foreign Office (FFO), with co-financing from the European Union and other donors. From 2026, the portfolio is planned to be expanded by several new projects.
The health projects aim to support a resilient, inclusive and sustainable health system in Syria capable of delivering quality-assured, gender-responsive health services to the Syrian population. Through technical cooperation, capacity building and targeted research, the projects support the Ministry of Health and key institutional stakeholders in developing fair fee structures, unified quality standards and gender-transformative healthcare approaches. Concurrently, the health projects drive socio-economic inclusion within the healthcare sector, with a dedicated focus on empowering local residents, internally displaced persons (IDPs), returnees, and women.
Your tasks
- Contributing to the planning, coordination, implementation, and monitoring of health sector projects in close collaboration with the Ministry of Health, regional health authorities and implementing partners
- Supporting the management in monitoring progress against agreed indicators, documenting results and preparing technical reports and recommendations for adaptive management
- Contributing to project steering processes, including operational planning, monitoring and evaluation, results tracking, reporting and adaptive management
- Facilitating communication and coordination with government representatives, development partners and other relevant stakeholders to ensure effective implementation and alignment of project activities
- Supporting the organisation and implementation of workshops, trainings, consultations, and other capacity development measures for Ministry of Health staff and regional health directorates
- Providing support on project management, including procurement, contracting, financial monitoring and administrative processes in accordance with GIZ procedures
- Contributing to technical and management reports, briefing notes, presentations and other project documentation
- Supporting knowledge management, visibility, and communication activities, including the documentation and dissemination of project achievements, lessons learned and good practices
- Ensuring cross-cutting principles such as inclusion, gender responsiveness and sustainability are reflected in project implementation, monitoring and stakeholder engagement
- Where appropriate and reasonable, additional tasks upon request of the management
Your profile (required qualifications, competencies and experience)
- Advanced university degree (Master’s degree or equivalent) in public health, health management, public administration, international development studies, or a related field
- A minimum of 5 years of relevant professional experience in project cycle management, programme coordination, or development cooperation, within the health sector
- Experience in stakeholder coordination and partnership management with government institutions, international donors, multilateral agencies, NGOs, academic institutions, and other development partners
- Sound understanding of gender equality, inclusion (including persons with disabilities), and conflict-sensitive approaches
- Excellent interpersonal and communication skills, including experience engaging with government counterparts and development partners
- Experience supporting procurement, contracting, financial monitoring, and administrative processes
- Proficiency in standard MS Office applications and digital collaboration tools
- Ability to work under pressure and meet tight deadlines, while demonstrating respect for cultural diversity, inclusion and gender equality
- Professional fluency in written and spoken English and Arabic; knowledge of German is an asset
