Accountability Officer - Damascus
About this Role
The Danish Refugee Council (DRC) assists refugees and internally displaced persons across the globe: providing emergency aid, fighting for their rights, and strengthening their opportunities for a brighter future. DRC has operated in Syria since 2008, initially responding to the Iraqi refugee crisis before transitioning to a full-scale response to the Syria crisis from 2011 onwards, working across five key sectors: Economic Recovery and Resilience, Protection, WASH, Shelter and Infrastructure, and Humanitarian Disarmament and Peacebuilding.
Overall purpose of the role: The Accountability Officer oversees the implementation of Accountability to Affected Populations (AAP) and Community Feedback Mechanisms (CFM) at the country level, managing complaints received through various channels in accordance with established procedures. The position is based in Damascus with 10% travel to other locations in Syria.

Responsibilities
Information Sharing and CFM Handling
- Develop awareness materials and ensure public dissemination of CFM information to affected populations
- Conduct Code of Conduct, CFM, and Core Humanitarian Standard (CHS) trainings for staff and partners
- Supervise daily CFM operations and ensure timely database entry of beneficiary feedback
- Generate regular CFM reports for relevant staff
- Provide AAP activity updates for donor reports
General MEAL Support
- Assist with budget identification for AAP systems
- Monitor accountability materials and expenditures with field teams
- Update the mission-wide Accountability Framework and SOPs in Arabic
- Support CHS self-assessments and improvement planning
- Generate lessons learned from CFM data
Capacity Building
- Coordinate with DRC staff and partners to improve CFM accessibility for all affected populations
- Conduct field visits to refresh programme staff on accountability principles
- Lead partner training on CFM procedures
- Develop new training materials as needed
Coordination
- Participate in external AAP Working Groups and represent DRC's accountability approach
Requirements
Essential Experience
- Minimum 2 years of experience in a relief or development NGO in a similar accountability role
- Training delivery and capacity-building experience
- Strong contextual knowledge of local communities and cultural dynamics
- Excellent organisational and time management skills
- Strong integrity and commitment to empowering vulnerable populations
- Fluent in written and spoken Arabic
- Good English proficiency (written and spoken)
Education
- Bachelor's degree in business administration, social work, social sciences, humanities, or a related field
