About this Role

UNOPS Syria is seeking a Senior Programme Manager to lead the Nexus Response Mechanism (NRM) programme in Syria, funded by the European Union. The NRM enables innovative, tailor-made, flexible, rights-based activities along the humanitarian-development spectrum to contribute to resilience and sustainable development in Syria. Based in Damascus.

Responsibilities

  • Act as UNOPS Syria's focal person for all Nexus-related matters with the Government, UN partners, the EU donor, civil society, and implementing partners
  • Lead strategic programme planning, implementation oversight, and quality assurance for the EU-funded NRM portfolio
  • Embed sustainability dimensions including social and gender inclusion, environmental considerations, and economic aspects into all project activities
  • Manage programme budgets, cash flow, and obligations to ensure deliverables are met and payments processed on time
  • Produce high-quality progress reports, results frameworks, and learning documentation for the EU and UNOPS management
  • Represent UNOPS at relevant coordination fora and contribute to the broader Syria humanitarian-development nexus discourse
  • Manage and mentor a programme team and support the development of national staff capacity

Requirements

  • Advanced university degree (Master's or equivalent) in Project Management, International Development, or a related field
  • Minimum 7 years of progressively responsible experience in project or programme management
  • Solid experience managing EU-funded programmes; PRINCE2 Foundation/Practitioner certification is an asset
  • Prior experience in Syria and knowledge of the Syrian context is a strong asset
  • Experience working in or with the Middle East is an advantage
  • Strong stakeholder management and written communication skills in English
