Senior Technical Advisor — ICS-11

UNOPS Syria seeks a Senior Technical Advisor (ICS-11) to provide high-level technical guidance for UNOPS project operations in Syria, with a focus on infrastructure rehabilitation and humanitarian mine action (UNMAS). The role shapes project strategy, supports quality assurance, and ensures technical standards across UNOPS Syria's portfolio.

• Provide senior-level technical advisory services across UNOPS Syria infrastructure and mine action projects
• Review technical designs, specifications, and quality assurance frameworks
• Guide project teams on engineering and operational standards
• Represent UNOPS in technical coordination meetings with government and UN partners
• Support proposal development and technical sections of new project documentation
• Mentor and build capacity of mid-level technical staff

• Advanced degree in civil engineering, mine action, project management, or related technical field
• Minimum 10 years progressive technical experience with 5+ years at senior level in humanitarian or development contexts
• Experience in infrastructure rehabilitation or mine action operations
• Strong analytical, leadership, and stakeholder engagement skills
• Fluent English required; Arabic an asset
• UN system or large international organisation experience preferred
